Fabregas sealed his £27m return to the Premier League last week after agreeing a five-year deal worth close to £200,000-a-week.
The Spain international midfielder, 27, was snubbed by former club Arsenal, before opting to join Chelsea from Barcelona.
And Azpilicueta, who feels Arsenal's loss will be Chelsea's gain, backed his compatriot Fabregas to be the spark for the Blues to achieve success in the coming years.
"I have congratulated him [Fabregas] and I am very happy because we have signed a great player who is going let us grow a lot collectively," Azpilicueta told El Mundo.

Fabregas was manager Jose Mourinho's first signing of what will be a busy summer at Chelsea.
Mourinho is currently closing in on Atletico Madrid trio, striker Diego Costa, left-back Filipe Luis and midfielder Tiago.
While the Chelsea boss is also understood to be keen on Real Madrid midfielder Sami Khedira, who he signed during his time in charge at the Bernabeu.
However Mourinho has made it clear he is unwilling to include Madrid target Ramires in any deal for Khedira.
